Command del removes files, parameter / f makes deletion compulsory, allowing you to bypass most of the blocking cases, the parameter / q saves you from having to confirm your actions, the parameter / a provides the removal of files with any attributes (for example, "read-only"), and finally the parameter / s provides the removal of all the contents of the folder, including files and subfolders. An example of the path to the folder on the desktop is "C: UsersDesktop user folder".

After you execute this command, all locked files will be deleted from the folder. Then the folder itself can be deleted in the usual way.

Another similar program is FileASSASIN.
