Open the photo you want to makeBlurred in Adobe Photoshop version available to you. Duplicate the layer with the keyboard shortcut Ctrl + J (O) and hide this copy by clicking on the image of the eye that is to the left of the layer name (the panel with layers is located on the bottom right). Go to the bottom layer. Open the "Brightness / Contrast" tab by selecting "Correction" in the "Image - Adjusments - Brightness / Contrast" menu. The following parameters should be set: Brightness: -40, Conrast: -5. Next, go back to the top layer, again clicking on the eye icon. Apply the "Gaussian Blur" filter, which can be found in the "Blur" tab of the "Filter - Blur - Gaussian Blur" menu. Select the desired radius (the degree of blurring of your photo depends on it).
To make blurry only the background of the photo,you need to do the following: Open the desired photo and separate the main image from the background, which you want to make blurry. To do this, use the tool "Quick Mask" (Quick Mask Mode), which is located on the left side of the toolbar. Colors (above the tool icon) should be in black / white mode. Use the brush (Brush), which is located in the same place, only higher and paint it with the main part of the photo (for example, a person or an object). The button to the left of the "Quick mask" will return the image to normal mode. With the combination of Ctrl + J, copy the selected background to a separate layer. To the layer with the background apply the filter "Radial Blur" (Filter - Blur - Radial Blur). You can play with the parameters in the appeared window and choose the blurring of the background you need.

To do this, create a copy of the layer (Ctrl + J)and apply the "Color contrast" filter, which is in the "Filter - Other - High Pass" submenu to this copy. Parameter "Radius" (Radius) should be from 0.5 to 1.5 (the contours of the object in the photo should be slightly indicated). Mix mode (located above the list of layers) set the "Overlay". If the resulting sharpness does not suit you, then create several more copies of this layer. And then simply merge all the layers (Ctrl + Shift + E).
